Er versucht darzulegen, daß die Probleme der Entwicklungsländer nicht auf ihr Bevölkerungswachstum zurückzuführen sind, sondern in erster Linie von den politischen und institutionellen Gegebenheiten dieser Länder herrühren. Der Aufsatz geht der Frage nach, warum in der BRD die Rezession 1966/67 politisch so folgenschwer verlaufen ist, während die gravierendere Rezession der 70er Jahre politisch scheinbar mühelos bewältigt wurde. An diesem Beispiel wird eine Inflationstheorie entwickelt, mit deren Hilfe sich zeigen läßt, daß ein Wertwandel sowohl die Möglichkeiten als auch die Notwendigkeit makroökonomischer Steuerung verändert.
